Eligibility criteria for the identification and programming of students for learning handicapped classes are described as being arbitrary, based mainly on fiscal concerns. It is further pointed out that special instruments for diagnosing learning disabilities are highly suspect, as are specialized techniques used in classrooms for teaching basic skills. It is suggested that good basic teaching techniques, which may be offered in standard teacher training programs, should receive greater emphasis in the preparation of special educators.
